About Gourmet XChange

Gourmet Xchange @ Kallang is a purpose-built, strata-titled food manufacturing and mixed-use industrial development being delivered by CL Savour Property Pte. Ltd., a subsidiary of CapitaLand Development. The project transforms the Kallang Way government land parcel into a vibrant multi-user food hub that combines high-spec B2 (Food) factory units, retail / F&B activation at street level, and the adaptive reuse of an existing terrace factory block to preserve the site’s industrial heritage.


Land purchase & planning facts

  • Tender awarded: JTC awarded the Kallang Way Industrial Government Land Sales (IGLS) site to CL Savour Property Pte Ltd (CapitaLand group) at a tendered sum of S$368,901,225. The award was announced by JTC on 20 November 2024.

  • Site area & zoning: The site area is 44,107.8 sqm (≈4.41 ha) and is zoned Business 2 (Food / B2) under the IGLS conditions. The maximum permissible GFA is 114,239.2 sqm.

  • Tenure & completion window: The IGLS conditions set an extended tenure framework and a project completion window (JTC guidance indicates an 84-month development period for the site). The tender uniquely required adaptive reuse — retention and repurposing of the existing three-storey terrace factory block. This was a first-of-its-kind IGLS requirement to support sustainability and conserve industrial character.


Developer & financing

  • Developer: CL Savour Property Pte. Ltd. (CapitaLand Development group). CapitaLand is positioning the project as a flagship food-focused industrial asset leveraging its industrial and mixed-use capability.

  • Project financing: CL Savour secured green-linked facilities to help finance the tender, indicating the developer’s focus on sustainable execution and financing for the site acquisition and redevelopment.
